Add .github/CODEOWNERS so code-owner review resolves to a real owner: the devs team owns all paths, including the .github/ directory. Part of adding CODEOWNERS across the enterprise-contract org repositories. Co-Authored-By: Claude <noreply@anthropic.com> Ref: EC-2136
