What

Add .github/CODEOWNERS designating @enterprise-contract/devs as code owners
of all paths (the * pattern covers .github/ and every critical path).

Why

Part of EC-2136 — adding CODEOWNERS across the enterprise-contract org repos.
This repo had no CODEOWNERS, so code-owner review resolved to no one. A single
* owner (the devs team) provides ownership for all paths including .github/.
